Every year city departments are required to present a performance report to the Mayor, City Council and citizen stakeholders (Service Level Report). Under the supervision of the Chief Financial Officer, the departments discuss their mission, financial inputs, workload outputs, measures of efficiency & effectiveness (including comparisons to other cities & industry norms), results and their issues and concerns for the future. |

MUNICIPAL CODE PERTAINING TO SNOW & ICE REMOVAL
SNOW & ICE REMOVAL FROM SIDEWALKS |

The City of Pocatello works to provide safe roadway and sidewalk access during the winter months. We ask citizens to become familiar with the sidewalk snow and ice removal requirements that property owners and tenants are responsible for during the winter.
Residents need to be able to safely use the public sidewalks. All sidewalks need to be free of snow and ice each day, especially for children walking to and from school and the physically challenged. Municipal Code requires that all snow and ice be removed from the entire constructed width of the public sidewalk. This enables people of all ages and physical conditions to have access to clean pedestrian walkways.
Owners, tenants or occupants and businesses are all responsible for snow and ice removal from sidewalks. If possible, keep the extra snow on your property. Putting snow into the City streets is considered a street obstruction and is a misdemeanor violation. That means don’t shovel, plow or blow snow into the streets. When clearing snow from your property, please be considerate of your neighbors and make sure you aren’t blocking their sidewalk or street access.

| 12.32.010: REMOVAL OF SNOW AND ICE: Owners, tenants or occupants of any premises within the municipality abutting or adjoining any public sidewalk shall remove all snow and ice from any such sidewalk. (Prior code § 9-11-1) |

12.32.020: NOTICE TO BE GIVEN: It shall be the duty of the municipality to notify any owner, tenant or occupant of property described in this chapter to remove or otherwise correct the objectionable matter legislated against in this chapter, which notice shall be delivered by a police officer of the city to such owner, tenant or occupant, notifying him that he has a period of twenty four (24) hours from and after receipt of such notice within which to correct or otherwise remove the snow and ice. 12.32.030: UPON FAILURE TO COMPLY: Upon failure of the owner, tenant or occupant of the premises to comply with the terms and conditions of the notice, then and in that event such person shall be in violation of this chapter and subject to action under the provisions of title 1, chapter 4 of this code. 12.20.020: OBSTRUCTION OR INJURY OF: It is unlawful for any person to injure or obstruct or cause to be injured or obstructed any public thoroughfare or to dig upon any of the public thoroughfares at any place within the limits of the municipality, except under conditions prescribed in this chapter, or to place or leave or permit to be placed or left in any public thoroughfare, any vehicle or any lumber, timber or any other article whatsoever, in such manner as to obstruct or interfere with the public use of such.
